You CAN leave it in for as long as you want. However, when the water becomes lukewarm the tea will not disperse into the water. The water MUST be hot if you want the water to become tea, otherwise you will only have some dirty water.
The shelf life of a tea bag stored in a pantry or on the shelf is 6-12 months. You can extend the use by date up to 1 year longer if you store it in a freezer.

It gets stronger by the longer you keep it in the more the water soaks in the flavor of the tea bag:)

I've tried makind the tea bag rocket and found out that a chamomile tea bag works best.
Why not? I do it! I don't see why there would be any problem with it... should be a matter of choice or preference. When finished, I sometimes then add some more water and make another cup with the same tea bag. (Not that I'm a big tea drinker though; I'm more of a coffee person.)
When the tea bag is in the water it is steeping.
Only the water can enter into the bag and leave the bag, the tea leaves can not leave the bag.

While it's impossible for me to know the exact components of every tea-bag manfacturer's paper recipe used for tea bags, I can say with reasonable assurance that, if it's safe to steep, it's safe to drink. There should be no problem whatsoever.
