actually this is misleading, there were peace talks and in August of 1941 Japan attempted to meet President Wilson in Washington to reach agreements (at the time the US had been supporting China, Japan's enemy, and had imposed an embargo on Japan). The US knew an attack was probable but was not aware where in the Pacific they would be attacked.
