It is different from surface feed or Hooka diving where air is pumped down because it gives you more freedom. People have been able to hold their breath for up to 8 minutes but when you move about you can only hold your breath a short time. Taking an air supply means you can spend a long time underwater without being restricted by an air pipe from the surface.

Without proper equipment no human can breathe underwater anywhere.
Cad Bane uses the breathing tubes (which embed into his cheeks) when he has to do work in atmospheres that require breathing apparatuses. The Duros species that he's a part of normally don't use breathing tubes, which is why you would see him at times go about without them on (ex: hiding inside a Clone Trooper armor).
