If the gerbil is too tired to reach his water, put the water in a dish(though this is not recommended, you could try to bring the bottle to him), that way he can reach it better. If he cannot eat, than you must bring him/her to a vet, otherwise your gerbil has a low chance of surviving. Gerbils need exercise as well, if your gerbil can run on a wheel for at least two to three minutes, your gerbil will do fine, but if it stops every so many seconds. It will become obese, with less exercise, a gerbil may become more lethargic than before.
