No. Idaho State law. A resident of the state of Idaho may purchase rifles and shotguns in a state contiguous to Idaho. Residents of those states may purchase a rifle or shotgun in Idaho. Missouri is not contiguous to Idaho.

The same Statutes of Limitations apply to foreign citizens as do to US resident citizens. In fact in most (all?) states the SOL's actually stop running (go into hibernation, if you will) when the wanted individual is out of the state, and begin to run again only after they have returned to the state.
If there is a warrant issued, it stays open until resolved/you are arrested. Arrest warrants do not have time limit.
There are no SOL's relating to warrants. A warrant will remain active and valid until the named individual voluntarily surrenders or is taken into custody by authorities.
