Daily with out fail, if you shower daily you should be cleaning your piercing as well. Ignoring the piercing will lead to serious issues (an avenue you don't want to go down), all piercing need to be cleaned they can't be left alone and ignored like ear lobe piercings. Discharge and body matter can build up and this contains natural skin oils that will start to break down and smell. If you have a shower just rinse the piercings daily.

Whichever you want. I would get the lip piercing first. Its a bit easier to care for and you can learn before you try to handle an eyebrow piercing. Eyebrow piercings are surface piercings so you have to be really careful with them so that they don't reject. As long as you're comfortable with the risks of both, I wold get the lip piercing.
