It takes a full day, and then you should wait two to three more days to be sure it's cured properly. You can speed this time up by placing the project in the sunlight or in a very warm place, or by heating it with a hair dryer set to LOW heat.
Once the paint is dry, it shouldn't smudge or run, if it did, the paint wasn't dry. (Fabric Paint, is just like enamel paint, it just has extra ingredients in the paint so it can be washed)
