At the time your charge is processed the merchant puts a temporary authorization on your card essentially reserving the funds for the transaction. The back end processing of the transaction will take up to 4 or 5 days to complete. But, at the time of the transation the money is reserved for it.

If the individual vendors want to pay the transaction fees, they will offer to take payment. But, in my experience, it is best to have cash.
