It depends on the friendship. Sometimes it happens quickly, but other times it happens slowly. If you meet a friend that you want to be best friends with, don't be bummed if it doesn't happen right away. You will be close friends one day.
Sometimes it doesn't happen unless something meaningful happens--for example, if you had to be in a fight and they came up and said they would join you, that could bring you guys closer. Or maybe if the whole school is whispering behind your back and insulting you and annoying you, and they aren't doing that, then that could also bring you closer.
All friendships are different, and keep in mind that you don't ABSOLUTELY NEED a best friend.
