For the library ( the most important to me!), you would need a utility bill for the new address.

For voting, most localities have a certain time that you must live there, and you must be registered by a certain date in order to vote in an election.

To be a local resident as far as college tuition, you would need to have worked in that state for a period of time set by the university.

You would need to have your car registered in the state to get the insurance switched over. The same with your drivers license, which may be easily transferred if it is not out of date.

That is pretty much it, except for notifying everyone, including the post office, of your change of address and phone number.
