Yep. You are capable of using it overseas so long as they have providers that hold MicroSIMs compatible with the iPad. The iPad is "unlocked" as stated by Jobs in the keynotes so, international use should be a-okay.
Normally it is 2 to 3 days, but they normally tell you how long when you get it.
Steven Jobs was holding a wi-fi model of the iPad, or as far as I can tell. The 3G Model has a black band about an inch long on the back, as you can see below:
You can't necessarily replace the battery of an iPad but it will last a very long time. But I wouldn't say forever
