It all depends on your choices you make as a trainer, which will vary from hours to days to weeks. The quickest way to beat the game is, of course, through the use of a cheat device and this will take a mere 5 minutes or so. Aside from that, the only quickest way is to play Yellow through Pokemon Stadium and use the speed 3 mode. This will take you about 45 minutes at the quickest. On a regular gameboy, it takes about 2 hours at the quickest. These last two means you must train only 1 Pokemon and must avoid as many battle as possible.

It can take A LOT of training on victory road to take down Lance. The last time I beat Yellow was about 6 years ago, but if I'm not mistaken he has Dragon-type pokemon. It would help to have an ice-type pokemon, or a water-type with Ice Beam or another ice type move; this helps tremendously on his Dragonite. As for the other pokemon, I can't really help you there because I don't remember what else he has. All I can tell you is your best way of training would be either by just repeatedly fighting the E-4 until you get strong enough to defeat them all, or just train on Victory Road until you think you have a chance, then try again.
