well you should start by specializing in what programming language you want to code in. for example java and look up java tutorials on youtube and look up tutorials elsewhere. then for example java will branch off into somthing like Java Me ( java and java me are two different things) but you need to learn a certain language before learning about specific development. look into Java or C++ or another base language, then work your way into mobile device development. this will take time and patience to learn.
Java will take some time to learn. If you spend several hours a day you can learn the basics in a few weeks and do some "hello word" type programs. If you're looking for more immediate results from a programming language you can look at Python or PHP.

Probably any language (any language worth-while to learn) would take years to learn it well. I am trying to learn Java myself now; but there are just too many things to learn. To learn more about Jave Reflection one should try to take part in a computer course at a local education institute. One could also try to read a textbook about java programming.
You can write it with Windows NotePad, although using an IDE such as NetBeans or Eclipse is recommended. If you mean you want to learn Java, take a look at the tutorials at the Oracle site.
You should learn HTML, JavaScript and other web programming languages. Leave learning Java until you have a good reason to learn it.
