To be able to think, read, write with complete confidence and fluency about 7 years. First ability is to understand then comes the others. It takes a native speaker about 5 years to be able to speak, etc. fluently so this gives a good gauge for learning other languages. Also, there are some languages that take longer for an English speaker, examples being Chinese, Japanese, Korean and Arabic. The Romance languages are easier for speakers of English.
