The LCC-airlines are trying to refuel in 25 minutes, and charter on 60 minutes. Remember that an aircraft also need catering, lavatory and water services, air conditioning ++, so the refueling takes as long time as the plane is on the ground. I think you might have seen the handling agents connect the aircraft to the fueling system before the passengers even have get off, and the last thing they do before push-back is to connect from the aircraft from the fueling pump.
For short flights, it doesn't need to take long ti refuel, because the aircraft will have much left from the previous refueling, so that can go fast.
On IC-flights, it can take 1 hour ++.

The over-water part of such a flight cannot be made by helicopter due to the range limits (You would run out of fuel over the ocean). The only exception would be a very few military aircraft that can do an in-flight refuel.
