It depends on how big the company that is translating is.
For example for Square Enix they can translate a game within a matter of 6 months because they are bigger, and therefore can afford more translators.
But for smaller companies it can take up to a year or more.

If you mean by automation, no (in fact they haven't even gotten text translators to translate between Japanese and English properly). Though, playing a video file with multiple audio tracks is certainly something you'd be able to do with a MacBook.

A company's legal advisers would not allow work on someone's product like a video game without a licence from whoever holds the rights to the game.
