Water freezes AT 0oC. As each molecule reaches this temperature, it adapts properties of a solid. Depending on how much water there is, whether it's moving or not and various other factors determines how long it will take for all the molecules to reach 0 and turn into solid ice.

That would depend on the amount of water, the shape and material of the container, and the environmental temperature. At exactly 0 degrees, it won't freeze at all - you need a temperature that is at least slightly lower, to ensure that there will be heat transfer.
