Goats should have salt blocks specifically made for them. However, if you cannot get such blocks, there isn't really anything wrong with giving them a mineral block intended for cattle.

Because mineral blocks are called "trace mineral" blocks, this means that 95 to 98% of the block is comprised of salt, while the other 5 to 2%, respectively, is composed of mineral.

There is no difference, really. The salt licks that are given to cattle are the same ones that are given to horses. Horses may get a smaller salt block, but other than that, the mineral content is all the same.

Loose minerals are much more recommended among many cattlemen than salt that comes in block form.

Salt itself is a preservative however a bag of pool salt will last indefinitely as long as it is kept dry. It may become a solid block given time however this will soon melt away once added to water. There really is no such salt block or mineral mix. You can check with your veterinarian or those companies that make livestock salt blocks but it's highly likely you will not find such an ingredient in salt licks for cattle.
