They are simply rifles that are capable of long range accurate shooting. The rifles used by US military snipers during the Vietnam was were simply civilian hunting rifles with decent telescopes.
It varies with the military service. In the US Marine Corps, you will typically have 2 years of service before being selected to attend the Scout-Sniper Course, which is 2 months long.

As a sniper it's your DUTY to be stealthy. Most snipers are paired up with spotters who give them targets. Some people think that if a sniper is supposed to be stealthy that they can use any weapon, no... Their main weapon is *cough cough* a sniper rifle, OOOH SHOCKING, and a secondary, which in call of duty you can a shotgun or rocket launcher, no again... Their most used secondary is a pistol. So long story short, sniper is stealthy, sniper is accurate. Hope this helps!
US Snipers became a US civilian fad after the Viet War in about the 1980s. Nearly all US wars have had quote "snipers", it's just that they were "secret stuff" and not advertised. The US Army had it's first Sniper school in the 80s (the one in the 50's don't count, it didn't last long at all). The USMC started theirs in '69. The more people knew about US military snipers, the less effective they became. The more classified they were, the more effective they were. So, it's just a Television, Movie (Film), book, etc. fad (wannabe). The "Real" snipers you won't know about.

Snipers are needed in law enforcement and the military. If there is a hostage situation, a sniper could have a clear shot to take out the hostage taker if the situation warrants that. Likewise, police snipers can take out gunmen such as snipers and spree shooters from a safe distance away. In the military, you would need snipers to take out specific targets. Obviously, you need someone with excellent skills, since you want to pick off some of the opponent's good marksmen without drawing too much attention to your platoon's presence. You'd want people who can take out threats at a long distance off.
