We need representatives in our system because they can help elect our president, if there is a low majority of votes from the House of Representatives.
The U.S. Constitution specifies no minimum time of residence for members of the U.S. House of Representatives. At the time a Representative is elected, he/she must be a resident of the state that includes the congressional district that elected him/her, and at the time a Representative takes office, he/she must have been a U.S. citizen for at least seven years. For example, someone who has been a U.S. citizen since birth but who has lived abroad since he was a baby would be eligible, as long as he lives in the state when elected and is at least 25 when he takes office.

You need to be older than 25 and you need to be smart enough!
Example, for the Senate to have a quorum, there must be 51 senators present ( one over half: 51/100 ). the same is true for the House of Representatives.

They need to be 25 years old and live in the house district where they live.
Both the House of Representatives and the Senate need each others permission to adjourn. Adjournment takes place when Congress is no longer in session.
