Many animal shelters do not have a set time limit for holding an animal. But the shelter's available space, the health of the animal, and it's temperament would all be considered as factors that would lead to an animal being destroyed.
The Humane Society of the USA recommends that shelters hold stray animals for a minimum of 5 operating days.
They might, although honestly most humane societies don't have the time or resources to check up on the animals that have already been adopted out. However, you should still have your adopted pet spayed or neutered - it helps keep the number of pets the humane society has in its cages down.
It depends on which "Humane Society" you are asking about:Local humane society -- provides shelter services for abandoned and/or abused pets, adoption services for same, education on responsible pet care, veterinary information and services, including vaccination, health care, neutering, and euthanasia, along with a multitude of other services.Humane Society of the United States -- provides its executives with large salaries and pensions, works to end pet ownership and animal agriculture through deceptive voter initiatives, and uses deceptive television advertising to garner support from unsuspecting donors. DOES NOT provide any animal shelter support of its own, except for paid inspection and analysis services of local shelters.

contact your local humane society or any other oganization that deals with animals. I suggest not touching it, but try to keep it enclosed in one space, so that when an expert arrives, it will be easier.

If your neighbor is abusing or neglecting an animal, you can report it to the local law enforcement jurisdiction or the Humane Society. Keep in mind though that that simply keeping an animal tied in the backyard, fenced or not, is in itself highly unlikely illegal. While you may find it distasteful, others might perceive it as responsible, or simply a choice. It would be best to check with the local branch of the Humane Society before you act.
You can call you local police department, or you could go to the humane society.
