It depends on how long you want your ponytail to be. If you plan to grow your hair about 10 inches long, then it would take 13 months to do it at the rate your hair is growing. It may seem counterproductive but in order to grow your hair quickly yet maintaining a decent enough look, you have to have your barber trim it every week in the beginning and every two weeks after a couple of months or so. That way, you get the shape you want and constant controlled trimming actually stimulate the hair to grow faster.
