Prior to direct confrontation between the US and Japan there had been the Japanese invasion of China by Japan. China and the US did not have agreements or pacts, but they had been trading partners and had enjoyed cordial relations for some time. The Panay Incident of 1937 was a contributing factor as was the US embargo of aviation fuel to Japan. Diplomatic efforts to reach a resolution were not effective. There was no International forum available to arbitrate and war resulted.

Japan never conquered Australia. Japan did attack Australia during World War 2 however Australia and her new ally of the USA, and with a great deal of assistance from the natives of Papua New Guinea, defeated Japan. (Britain, Australia's long-time ally, was unable to assist as it was preoccupied with Germany in Europe, and had already been demoralised by the Fall of Singapore). As to why Japan sought to conquer Australia in the first place - Japan basically wanted control over the entire Pacific region. Seeking to expand its empire, it continued to push south, taking control of the Malay Peninsula and pushing on to New Guinea.
