Since the 2008 election it no longer is. It currently has a Democratic Governor, both US Senators and a majority of six ti five in the US House of Representatives. Democrats control the State Senate and closed the gap in the House of delegates. Until after the civil rights legislation of the 1960's when Blacks were granted new voting rights under federal protection the state was indeed a one party state.
