Israel has never been at complete peace with it's neighbours. It signed peace treaty with Egypt in 1979 and with Jordan in 1994. In addition it's in "peace" with Fatah of the Palestinian Authority in the West Bank but in an ongoing war with Hamas in Gaza, which is kind of part of the PA.
As for Lebanon and Syria, Israel is at war with them, latest actual conflict was at 2006 with Lebanon.
Relationship with Iran is hostile.
Israel has not been "at war" with any country for roughly three thousand years now.
In modern times ... like right now, in 2012 and for about the past 65 years ...a
number of political entities ('neighbors') that border Israel formally maintain a state
of war with that country. They don't admit Israel's right to exist, they refuse to
renounce the intention to commit violence against Israel when they get the chance,
and they refuse to negotiate peace with Israel (since they don't accept its existence).
Their maps don't show a country where Israel is, they teach their children that Jews are
pigs and apes, and that the most wonderful thing you can do with your life is to blow
yourself up, as long as you can take some Jews with you. Those countries have sent
their armies to invade Israel on several occasions, allowed fringe gangs of goofballs to
fire rockets into Israel regularly, and kept hundreds of thousands of their own people
in "refugee camps" rather than absorb them into their societies, for almost 65 years now,
promising them a day when all the Jews will be killed and we can have everything they own.
It is when those surrounding countries become overly rambunctious, and threaten
the safety of Israel's citizens, that Israel launches a military response in order to
protect and defend its land and its citizens. But even when that happens ... as
has been confirmed in testimony before the UN Human Rights Commission ... the
Israel Defense Forces do " ... more to protect the rights of citizens in a combat
zone than any army in the history of warfare ... ", and nobody who knows war
when he sees it and witnesses those campaigns calls them 'war'.
