The question is a little confusing in terms of phrasing. Much of the Iraq War of 2003-2011 and in the subsequent Iraqi Insurgency in which the US has participated, they acted in concert with the Iraqi Government.
The US opposed the Iraqi Government in 1991 for the first times and they left the same year. They returned in 2003, but overthrew the Iraq government within a few months of the invasion. The US helped assembled a provisional government in 2004, which it proceeded to support up to the present day. A large percentage of the US Military force in Iraq was withdrawn in 2011, but some ancillary troops and military advisers remain.
