People have been making making petitions since we evolved from apes. they have to ask the council for permission to make a petetions, a petition could be anything from animal cruelty to save monkeys bananas before monkeys die in their cages from bananan starvation and then we have to pay and make loads of gravestones for the poor little fellas :(
