The volume of water that comes out of the tub faucet is much greater than the volume of water that comes out of the kitchen faucet. Let's say that the bathroom is twice as far from the water heater than the kitchen, so twice as much water has to be run to get the hot water. If the tub faucet allows more than twice as much water to pass through, then it will get there faster.

It is probably due to a blockage somewhere in the coldwater pipe or faucet. The easiest to check is the faucet. Turn off the water supply valves. Then take apart the faucet and look for tiny pieces of material (usually metal) that might block the flow of water thru the portholes. If there is no blockage, then the next probable cause is blockage in the pipe. This can occur in copper pipes anywhere there is a soldered joint. The blockage comes from using too much solder so it builds up in the pipe. It is most likely the faucet. Even if you don't see blockage it could be there. You can usually replace the faucet "guts" without too much expense and its worth a try, before working on the water pipes.

That's just how long it takes to get the water that is sitting in the pipe out. Unless you have a circulating pump on the line so that there is always hot water at the faucet, it always takes a bit of time for the water to get hot. The hot water is in the tank, not the pipe connecting it to the faucet. There is nothing in the pipe to keep the water hot.

You say "a" pipe so it is the spout? Normally you would cut it to the right length or replace it with a new one. There is no flange or filler piece for this. Can you get to the back side and set the faucet deeper. Usually there is a 2x4 holding the faucet in place. Possibly on edge and notched out for the faucet, cut the notches deeper.

How do you replace an old faucet?
You close the 2 shut off valves below the faucet, remove the pipes going to faucet from both ends. Now you will see the 2 large flat nuts holding the faucet to countertop. These will be easier to remove with a plumbers faucet wrench (about $8 in your hardware store) This has a long shaft and a flat spring loaded head. Remove both nuts and pull faucet out. When you go th get new faucet,also buy braided SS flexible water lines. About $4 each, they are much simpler and better than the cheap grey plastic ones. Re-connect everything opposite order.
