Generally, you want to keep off the foot/ankle. Icing the foot can help, and in some cases so can gentle massage. Also, you should try to keep the foot elevated when not in use.
Unless you twist it agai you won't be doing it much more damage. However, it'd be better if you could keep the foot wrapped up and elevated, to reduce the swelling.
Make sure you keep it raised, do not put pressure on it, and be careful. Ask you doctor about a finger metal cast with padding.
Wear a solid shoe with a stiff sole to protect the injured toe and keep it stable. Avoid shoes that put pressure on the toe. As long as you are careful, you should not need crutches for a sprained toe.

If you had it xrayed, and a fracture was ruled out, to me this seems to indicate that the foot is probably still swollen. Yes it could be normal. Rest it, keep it elevated. Take anti-inflammatories, and ice it occasionally.

All you can really do is try to keep it contained in your house, and let it's leg heal. It should be better in a couple of days, to a couple weeks.
You can soak their leg in ice water. Also, go to the vet and buy some Bute. It's like an aspirin or pain killer for people. I'd just keep it iced. You can also fill a bucket full of warm water and soak it in Epson Salts.
