Hi im an 18 year old , when i was younger i went through a phase of being on the computer for hours about 4, playing games ect. It never did me any harm, but i would recommend you don't let them exceed a few hours a day so like 2 hours in the evening. A major underlying factor is what they are doing on the Laptop. If they are using it constructively for Homework then it a normal thing, most work at schools nowadays is done on the computer so i wouldn't worry about this. If they aren't then I would recommend restricting access.
You can regulate how much they use a computer by using the parent control features available in windows 7. This will allow you to limit them to a couple of hours a day by restricting there user account. You can also
