Because they have been consuming the food that the mother has been eating, so they're like one fourt full...but they DO need their milk to have their nutritions.
Puppies are sort of like babies learning how to walk and they can have falls. Falling off most couches isn't that long a fall and having carpeting helps. As long as your puppy isn't limping or crying (moaning or yelping) then your puppy should be fine. If you think something is wrong with your little puppy then please take it to the vets right away. If you're asking how long a husky puppy stays with its mother, it should be no less tha 8 weeks but optimally 10 - 12.
If it has a mother that is taking care of it, she will do that. If not, you can use a warm (NOT HOT) wet washcloth and wipe the puppy's anus to stimulate the bowel movement. It should only take a short time, half a minute or so at the most. But you may have to repeat it several times a day until the puppy is having regular bowel movements if there is no mother dog to take care of it.

No, I do not believe that you can get a puppy that is 3 weeks old. As far as I know, the puppy of any breed has to be at least 6 weeks old in order to take it home. Sorry if this answer is disappointing, but the puppy has to stay with its mother for that long.
As long as it is puppy milk, formulated or from the mother, it is fine for the puppy or dog to drink it through their life. However milk from other animals, such as cows, is a big no. All breeds of dogs are lactose intolerant unless the milk is specifically for dogs.
