Jumbo rollers will mainly give a lot of volume to long hair with some soft waves. They are a bit too large to give a curl, you will need to use smaller rollers to get curls. The smaller the roller barrel, the tighter the curl will be.

Either. Obviously if the hair's dry, the rollers need to be hot. If you're rolling your hair while it's wet, they don't have to be. And although rolling your hair when it's wet takes a long time to dry, the curls turn out better looking and tend to last longer.
Usually a set of hot rollers will come with metal clips used to hold the roller in the hair, but if those are unavailable, you can always use good old butterfly clamps. I have a hot roller set and their are many different hot roller sets that have different times to leave them in. I have a set and I would say to leave them in from anywhere to 25-45 Minutes that should do the trick. Also another way you can tell of when to take them out is by feeling them with your hands to see if they have cooled down yet.
