Bug sprays are designed to decay/decompose in a relatively short time because of usage in and around households, people and pets. Always read the labels on the cans as different manufacturers have different times due to the particular company and what the spray is made for. The sprays made to combat a wider range of insects most often have the longest wait period for safety.
At least a good 24 hours, but 48 hours is best. Try taking your dog out for walks for a couple of days. When in doubt phone the vet.
It depends on what it was sprayed with. Look up manufacturer recommendations. There probably also a lot of animal friendly alternatives to whatever your spraying for.

Unless your dog has an allergy specific to that (which I've never heard of), it's extremely unlikely. Your dog will stink something FEROCIOUS, however.. speaking from firsthand experience here. Not only was my dog sprayed, but so was I.
