After drinking the amount of beers you stated it should generally take about 10 - 13 minutes to begin to feel the sensation of being drunk or demostrated ability to be talkative and mabye seriously Mental Hurt of effected. If you are talking about the legal definition of sober, and an average adult male, then it typically takes approximately 2 standard drinks to have a blood content 0.08 which is legally drunk, so in this scenario the person had 8 over that. If he is able to metabolize one drink per hour then in 8 hours he should be at the legal limit of sober.
