'On heat' is a term referring to female dogs (called bitches) when they are at their most fertile period for mating. This comes round regularly, rather like a human menstrual cycle, and during this phase the bitch releases strongly-smelling pheromones to attract male dogs to mate with her.

2 week is 'standing heat' this is when she will allow any male dog to mate with her and will seek out any dog, watch closely because she WILL run away if she gets one second of a chance
3rd week hormones start to dwindle and you will see less discharge but, still keep her in!!

it is always best to spay your pet, if not she will get uterine cancer, it also makes a much better behaved pet and way less mess during heat.
