I think you should complete a diploma course to become a technician by any recognized institute of your respective country. And it should be affiliated by your country's education system. also you can become technician by doing any part time course in electronics but first one is preferred.
A Technician Diploma takes a year, but I would strongly recommend going for a full degree instead. An Associates Degree takes two years of a Bachelors Degree takes four years. (Many companies will not hire a "Technician" without a full Degree)
