What happens is when you check in, your bags get put on the plane, when you don't go to the terminal and check in by scanning your ticket at the gate, they will take your baggage off the plane which will Plss off everyone involved. By checking baggage and not actually flying this looks suspicious to the authorities, airline, and the airport(for understandable reasons) This actually happens sometimes and if the flyer has a legitimate reason, there is nothing anyone can do legally against the (non)flyer.
