Yes but it would be only a short range missile. Long range supersonic cruse missile would be very difficult to make because the equipment for required power and fast navigation processing make it vary large. Supersonic cruse missile would also have the limitation not to fly atlow altitude.

Later a U-2 captured photos of Soviet missiles bases in Cuba but in a larger sense. Kennedy declared a naval blockade on Cuba and pressed Khruschev to take the nukes from Cuba but He refused. Kennedy mobilized the military for a possible invasion of Cuba. He probably knew the Soviets would fire its warheads from Cuba to hit Washington, New York, And Miami, etc. Also start a nuclear war with the Soviet Union. On October 27th, Khruschev agreed to take the missiles from Cuba in secret they did it if Kennedy took the missiles from Turkey pointed at the USSR.
