Unless your over 18, you wouldn't go to jail. You would go to Juvy, and then a "Safe school" for the rest of Middle School/High School
Well, why not I would say they should be checking kids locker for drugs.

you mean if someone told the cops you used to do drugs? its hear-say. so no. unless you get caught with drugs on you, you get caught with paraphernalia, or you get caught in the act of using them or under the influence, you can't get in trouble. imagine what this country would be like if you could get arrested for using drugs sometime in the past. 99% of the population would be in jail lol.
Nah, I think I'd get in trouble for vandalism. It's not my locker, after all, but the school's. Yes it is vandalism because it is school property and your parents would have to pay damages and you could get expelled for doing it.
They could bust you for public intoxication.

What I would do is if the person is graduating from elementary, get something for a locker. If from middle school, a tv for his/her room and the same for high school.

It depends. If your school says you have to share a locker, you will want to share with a close friend that you know you can trust. But if you have the choice of sharing a locker or not, i would choose not to share. Your friend may become untrustworthy, or you guys might stop being friends. And you would still have to share lockers, and everything would be awkward. Or they may be really unorganized which will get annoying. So i recommend not sharing a locker unless you are required to. :)
