As long as your pond is at least 3 feet deep, you can let them in all winter but ensure that you have at least one area that does not freeze over. You can buy a spot heater at most hardware or pet supply stores. Our pond actually froze completely over last year and both goldfish and coi were fine.
If your pond isn't more than 3 feet deep, I'd say water temps of 40 or below and I'd bring them inside

All fish are cold blooded, their body temperature depends on the surrounding water temperature. Yes, they do get cooler as the temperature drops. Koi and goldfish are more tolerant to cooler temperatures because they are descendants from Carp. Carp live in temperate climates that have warm summers and very cold winters. Lakes and rivers deeper then the frost line (usually around a meter below ground), are safe places for fish, like carp, to spend their winters. As the water temp drops, their activity and feeding also drops. They eat a lot less and move little during the winter months as well. If a pond freezes solid or a considerable amount...there is a very good change that its inhabitants are frozen with it.

I really would not put the tadpoles in with the goldfish...the goldfish will most likely eat them all. It depends on the goldfish size, but eventually they will try to eat the tadpoles whether they suceed or not. :/
Yes you can swim in it and they won't hurt you.
If it is a composite bat you can use it in any temperature but to be safe i would use it in temperatures above 60 degrees F.
