The question is wrong. By the time Gough Whitlam was elected, there were no Australian combat troops in Vietnam - they had already been withdrawn by the Liberal government in line with the U.S. withdrawal. All that remained were 100 or so military advisers and embassy guards.
Australian troops were sent to Vietnam on Robert Menzies orders (the Australian prime minister of the time). They were sent to Vietnam because Communism was spreading throughout Asia, and Menzies feared it coming to Australia, so he sent our troops in. Although, our troops only started out as advisers to our allies, but sometime later Menzies decided to send in our combat troops.
South Viet Nam's Armed Forces at the time was about 243,000. The US had about 760 "advisors" in country at that time.

My brother-in-law was in the Australian Air Force at the time and they thought along the same lines as the Canadians ... the Vietnam War should have never happened.

Australia was divided over its involvement in the Vietnam war many feeling that Australian troops should not be used to help bolster a corrupt American puppet government in a war of aggression on behalf of the United states. As it turned out Australians learned hat to be a part of the US sphere of influence we have to get involved in these wars from time to time.

Many (not all) of the members of the US military at that time were drafted into service. They became eligible for conscription after graduating from High School.
When Portugal is named as the world's new Vietnam, U.S. troops will invade and fight in a war, the Sequel to the unsuccessful war in Vietnam; the difference is that this time, the U.S. will be victorious and stop Communism in Portugal/Vietnam.
