If you want an anorith in Pokemon diamond, you have to migrate it from Pokemon ruby, sapphire, or emerald. I used to have Pokemon diamond and Pokemon emerald and I would migrate Pokemon all the time. You have to beat the elite four first, then you will be able to go to pal park. Anorith evolves into Armaldo at level 40.

If you have a Pokemon Ruby, Sapphire, Emerald, Leaf Green or Fire Red cartridge in your gameboy, when you go to the opening screen in your Pokemon Diamond/Pearl version, there should be another link right above the Nintendo Wi-fi thingy. It should Migrate Pokemon from Ruby/Sapphire/Emerald/Leafgreen/Firered. you can then migrate Pokemon into your Pokemon Diamond and Pearl version. You can send six Pokemon at a time (no more, no less) once every twenty-four hours. To catch them, you have to go to pal park on route 221 (right below sandgem town) to catch them. To migrate to Diamond & Pearl, first open the Pal Park (By completeing the PokeDex & gettinh the National Dex), then insert the GBA game pack & DS game card into the DS @ the same time. Go to the DS game & choose migrate on the screen where you normally choose Continue. Pick six Pokemon from the PC it shows (This is the PC on the game pack, not the game card) and hit migrate, yes. Then go to the Pal PArk on the regular DS game & catch al six Pokemon.
No, the time in which you capture the Pokémon you have migrated into Pal Park doesn't matter but you won't be able to migrate again until you catch the ones that you have already migrated.
