No, the time in which you capture the Pokémon you have migrated into Pal Park doesn't matter but you won't be able to migrate again until you catch the ones that you have already migrated.

Well, you can practically catch any pokemon with a great ball, just that it has a very small percentage of getting it on the first time. Even if you are trying to catch a legendary pokemon, it is just the matter of time before you catch that pokemon/legendary pokemon you want!

Migrating Pokemon only happens after you beat the elite four. If you have a Pokemon Ruby, Sapphire, Emerald, Leaf Green or Fire Red cartridge in your gameboy, when you go to the opening screen in your Pokemon Diamond/Pearl version, there should be another link right above the Nintendo Wi-fi thingy. It should Migrate Pokemon from Ruby/Sapphire/Emerald/Leafgreen/Firered. you can then migrate Pokemon into your Pokemon Diamond and Pearl version. You can send six Pokemon at a time (no more, no less) once every twenty-four hours. To catch them, you have to go to pal park on route 221 (right below sandgem town) to catch them. You have to catch all six to keep them. You can't migrate more than six Pokemon into pal park at a time. Have fun at Pal Park!
Go to the place where the Pokemon park is (the place where you pay to come in and catch Pokemon using rocks and meat i think), pretty sure its called fushia city, located to the south. Anyway in this park, you have a set amount of time to find surf located in a wooden house deep into the park, so its basically a race against time to find it. If you need a map for this then Google it...but thts basically it...ur gna need a water Pokemon such as squirtle or something to enable surf PS. Pokemon = awesome
