There doesn't seem to be an exact time to catch Feebas, they are just really really really hard to catch.

Also, tiles are basically squares you know how when you move 1 space your moving from 1 tile 2 another. The only problem is with feebas that its only located on 4 tiles which change every day. Catch as much as you can and you are done :) .You find feebas in Mt. Coronet. Go do the foggy place and use defog. Feebas is in the water. Use any kind of rod. Theres a large section of water on the right - those are the 'tiles') In other words... use the GTS -.- Off-topic but if you happen to have Ruby/Sapphire/Emerald, you're better off trying to catch Feebas there, because the location doesn't change everyday (talking to that trendy phrase guy changes its location)

And every day, the places where you can catch these Pokemon changes. To fish for it, you must use a super rod. The way you tell if the place you're fishing has feebas is whether a feebas is fished out within 3 tries (if you're on the right spot, it appears about 80% of the time). If it doesn't pop up, try another spot.
