Go to the place where the Pokemon park is (the place where you pay to come in and catch Pokemon using rocks and meat i think), pretty sure its called fushia city, located to the south. Anyway in this park, you have a set amount of time to find surf located in a wooden house deep into the park, so its basically a race against time to find it. If you need a map for this then Google it...but thts basically it...ur gna need a water Pokemon such as squirtle or something to enable surf
