This depends on how you count "Runescape players." There are an estimated 10 million active Runescape players and a total of 130 million accounts. If taking the total number of accounts, about 129 million players did not vote. If counting only active players, 9 million players (about 90%) did not vote in the initial poll. As of December 24, 2010, only 250,000 players have voted in the all-inclusive vote.
Recently Jagex returned free trade (and wilderness) but the grand exchange is still available to all players but they removed the limits in the grand exchange.

Quite simply, there is no point to it. This was used when there were trade limits, to bypass those limits - but now there is no such trade limit. You can trade any amount in a normal trade. In fact, if anybody suggests a non-standard trade, such as a drop trade, it is very likely that he wants to scam you; such a player should be immediately reported.
There are no limits to where on the field any player is allowed to go. However, each team's system may put limits on the players to avoid having the entire team clustered in one area of the field. Ask your coach where you should be playing.
