A T1 is copper, and OC3 is fiber optic, so there is no way to make a T1 into OC3.

Speed on a T1 is 1.544 Mbps, and speed on the OC3 is 155.52 Mbps, so in rounding, you need 100 T1 lines to equal the speed of an OC3.
