So I just tested this, and the answer is 723 quarters. Something to keep in mind though is that you cannot use New Jersey and Nevada quarters. Quarters from Nevada/New Jersey have slightly raised engraving of .0001mm, therefore increasing their size. Only 721 New Jersey/Nevada quarters will fit into a 4L wine bottle.
However, if you use centennial quarters, an amazing 932 quarters will fit into a 4L wine bottle. I have not been able to hypothesize why this is, but it just happens.
In addition, putting one Sacagewea dollar into the 4L wine bottle will give you good luck for the amount of time it takes for a 4 foot midget to empty each quarter and stack them into a tower approximately 4 feet high. We tested this and the average time over 49 trials was 2 months, 4 days, 23 hours, 43 minutes and 61 seconds (no midgets were hurt or abused during these trials).
