It is in the fuel tank.
on each exhaust manifold there are Air Fuel Ratio Sensors. these are before the catalytic converters. after the converters, there are 1 or 2 Oxygen Sensors. i believe the 99 has 1 held by 2 12mm nuts about even with the driver's seat under the car. the connector is under the driver's seat.

Check for low fuel pressure.
Upstream oxygen sensors send a signal to the PCM which adjusts the fuel mixture ( air / fuel ratio )
air fuel ratio sensors are in the exhaust-they are like oxygen sensors but work differently
I had a similar problem with my RX300 2002. I just replaced the bank 1 sensor 1 and bank2 sensor. These are Air Fuel ratio sensors which are found before the catalytics converters. Hope it will solve your problem
my Lexus rx300 misfired as well and i took it to the mechanic and it was the fuel injectors that where dirty because of bad gas
They monitor the amount of unburned fuel in the exhaust and help the computer adjust the fuel air ratio accordingly.
Assuming you have the V-6 engine, it has two downstream (after the cats) O2 sensors and two upstream (before the cats) Air/Fuel Ratio Sensors. So the answer to your question is two O2 sensors.
There are 3 oxygen sensors on this vehicle. Some of the Highlanders with California emissions have 2 fron Air/Fuel Ratio sensors and one rear Oxygen sensor.
