Look on the devices nameplate. There it should have the wattage, volts, and amperage.

You need the volts times the amps to equal 100 Watts. On 12 v that is 8.33 amps, or on 200 v is it 0.5 amps.
What is the Process of Wiring If the device draws 15 amps (I thought Euro plugs were 16 amps or 6 amps, but no matter), you should not attempt to run it on a 10 amp supply. If the device needs less than 10 amps you could change the plug. Do please check that the smaller plug is 10 amps, not 6 amps. If you are trying to run a European device in the USA, the VOLTAGE is different (230 in Europe, 110 in USA) so the device won't run well. Don't even think of using an American device in Europe - there will be a big, expensive bang! (I know, I have seen the result).

There is no formula it depends on the device. If the device is linear it can be ascertain but if it a non linear then it becomes quite complex
UPS batteries are typically rated at how many ampere hrs they can supply. IF your 20 Watt device is supplied by 120V then it draws 1/6 amps. (Watts = Amps * Volts for a resistive load). If your UPS were rated for 1 A Hr you could power your device for 6 hours.
C batteries use 1.5 volts. The number of amps depends on what device it is hooked up to. An average for four C batteries would be about 16 amps.
11.6 amps equals zero watts. Watts is the product of amps times volts. W = A x V. As you can see voltage is needed to obtain the wattage of a device.
